The incumbent BJP won all five seats in the Himalayan state of Uttarakhand in the most recent Lok Sabha Elections, meaning that the Congress was once again unable to make an impression in the state. Senior leader P L Punia has previously been invited by the All India Congress Committee (AICC) to assess the party’s performance in Uttarakhand; however, it is anticipated that he will begin his evaluation later this month, following the conclusion of the July 10 bypolls for two Assembly seats, Manglaur and Badrinath.
Nav Prabhat, a former minister and chair of the UPCC’s disciplinary committee, is conducting the assessment. He has previously conducted sessions at the assembly and block levels in the districts of Uttarkashi and Tehri Garhwal.

The BJP defeated the Congress in the interim Assembly elections of 2017 and 2022, and it went on to win all five Lok Sabha seats in the state for the third time in a row.

However, the Congress’s vote percentage dropped to 32.83% in the most recent Lok Sabha polls from 38% in the 2022 Assembly polls, when it had won 19 of the state’s 70 Assembly seats. Insiders in Congress note that the party’s latest disaster included a “shocking aspect” in which it trailed in 14 out of the 19 Assembly segments.

The Leader of Opposition (LoP) in the state Assembly, Yashpal Arya, represented the Bazpur Assembly seat, where the Congress even trailed in the Lok Sabha polls. Similarly, the Congress’s Lok Sabha candidate finished third in the Chakrata Assembly segment, where Pritam Singh, a former state president, is an MLA. Across all 70 Assembly segments in the state, the party was behind.

Prabhat has been asked to travel throughout the state to conduct an analysis of the Lok Sabha poll defeat, according to State Congress vice-president (organization and administration) Mathura Dutt Joshi. Based on the feedback, Joshi will adjust the party’s plan for the next local body, panchayat, and Assembly elections.

Such review sessions, according to a senior state politician, were held following defeats in four previous elections: two Lok Sabha elections in 2014 and 2019 and two Assembly elections in 2017 and 2022. However, the leader said that issues raised during the reviews were never resolved.

For instance, the party instructed local units to include 21–51 persons on each voting booth committee prior to the 2024 Lok Sabha elections, although it was unsure of the extent to which this directive was actually implemented in practice.

According to a different party leader, the Congress might have won certain seats if prominent figures like former chief minister Harish Rawat, Pritam Singh, and LoP Arya had run this time. A leader said, “The party asked them, but they refused to contest, citing various excuses.”

The most well-known representative of the party in the state is Harish Rawat, but he restricted his campaigning during the Lok Sabha polls to the plains of Haridwar, where his son Virendra stood. With 1.64 lakh votes, or 37.6% of the total, Virendra was defeated in the election. The seat went to Trivendra Singh Rawat, the former chief minister. A party senior stated, “If Harish Rawat ji had run, it would have been a straight fight between two ex-CMs, and the Congress might have stood a chance of winning.”

The leader added that Jot Singh Gunsola was not supported by a sizable portion of party members in the Tehri Garhwal Lok Sabha constituency. Only 22% of the votes went to Gunsola. The Congress candidates received 36.43% of the vote in Garhwal, 34.61% in Nainital-Udham Singh Nagar, and 29.18% in Almara, among other seats.
